It is busy, and that is the point. The Paddington one-way system, buses pulling out on Queensway and pedestrians crossing Bayswater Road are exactly the judgement an examiner wants to see. Learners who start here tend to find the quieter test-centre routes straightforward, not the other way round.
On your doorstep. Your instructor parks legally nearby, walks to you, and you take the wheel from there. Nothing is needed from you: no visitor permit, no space reserved outside the flat.
There is no test centre in Bayswater. Most W2 learners take their test at Hendon, Mill Hill or Isleworth, and we teach the routes around whichever one you book. Greenford, Pinner and Wood Green are the others we cover.
